Does one person who commented multiple times get multiple entries?

Only if you turn de-duplication off. With it on (the default), each unique @handle counts once regardless of how many separate comments it appeared in — which matches the rule most giveaways actually run under.

How do I paste "the comments" — is there a special export from Instagram?

No export needed — open the post, select all the visible comment text with your mouse or a long-press, copy it, and paste the whole messy block straight into the textarea here. The @handle extraction ignores everything else in the dump.

Is this actually a fair draw, or could it be rigged?

The winner is chosen with your browser's cryptographically secure random number generator before the spin animation starts, exactly like our other wheel tools — there is no way to influence which handle gets picked, and the same fairness holds whether or not anyone is watching.

Can I remove a winner and pick a second and third prize winner?

Yes — after a spin, "Remove winner & spin again" takes that handle off the wheel so the next spin can only pick from the remaining entrants, which is exactly how a multi-prize giveaway should work.
