Is the age limit different for Undergraduate NTPC posts?

Yes — NTPC recruitment splits into Graduate-level posts (this page's 18–33 default) and Undergraduate-level posts, which commonly use a lower ceiling around 30. Check which level your target post falls under before relying on the 33-year figure.
