How do I make a photo 50KB without losing quality?

Start from the sharpest original you have and let the tool pick the quality level, rather than shrinking the picture yourself first. At 50KB a normal passport-style photograph still looks clean, because the tool spends the whole budget on quality.

Is my photo uploaded to a server?

No. The resizing happens inside your own browser using the Canvas API, and this site has no upload endpoint at all. You can switch off your internet connection after the page loads and the tool still works.
